Program Overview
The Disadvantaged Business Enterprise (DBE) Program at the Port of Long Beach is administered in accordance with federal requirements to promote participation by certified DBE firms in federally funded contracts.
The Port of Long Beach is a sub-recipient of Federal Highway Administration (FHWA) funds and as a condition of receiving these funds, the Port implemented the California Department of Transportation Disadvantaged Business Enterprise (DBE) Program.
The DBE Program is based on U.S. Department of Transportation (DOT), 49 CFR, Part 26 requirements. It is the policy of the Port of Long Beach to ensure that DBEs, as defined in Part 26, have an equal opportunity to receive and participate in DOT-assisted contracts. The Port follows the Caltrans Local Assistance Procedures Manual (LAPM) requirements for establishing DBE goals.
Due to recent federal changes affecting the DBE Program, vendors are encouraged to consult the California Department of Transportation (Caltrans) and U.S. Department of Transportation (DOT) websites for the latest program requirements and guidance.
